Putin calls officials families back home: revealing a misunderstanding

The news that Vladimir Putin would have ordered that government high-ranking members take their families back to Russia caused an uproar in Western media. The order had been issued for members of the federal and regional authorities, lawmakers and public companies employees. The event was interpreted as an emergency action in preparation for a possible nuclear war with US and NATO.

Apparently, the main responsible for this interpretation were the British tabloids like the Daily Star and the Daily Mail. This latter cited as source the Russian site news Znak, based in Yekaterimburg, saying that Putin would have ordered that government´s high-officials come and take their families back to Russia "amid hightened tensions over the prospect of global war". The non-acompliance of the order would have as punishment the prejudice to the officiers´ careers. Although the Daily Mail says that the reason of the order wasn´t clear, the event was interpreted in the context of the sudden deterioration of relations between Russia and the West, especially in the diplomatic and military divergences about the Syrian Civil War and positioning of the missiles in Europe, that I mentioned in my last text in this blog. The report also cites a Russian political analyst that says Putin would be preparing the Russian elite for a "big war".

In my last text I suggested that the relation between the Putin´s order and a possible world war wasn´t correct. I also commented that could be a relation between this call and the political reform the president is leading in the country. But according to the informations there seems no relation between this fact and the mentioned political reform. The reason would be another.

The Snopes.com, that in it´s Twitter account appears as "the definitive Internet reference source for urban legends, folklore, myths, rumors, and misinformation", says the Daily Mail´s attitude would be instilling fear in the population to misinterpret the Znak´s news, written in Russian, and mixing internal issues with recent international tension. Explains the report:
 The Daily Mail cited the Russian-language news web site Znak, which posted a piece entitled "Home!" Translated from Russian, the piece said that Putin's administration had issued an informal request, not an order, that Russian officials and their family members who are living abroad return home. The piece discussed not a pending military conflict, but a public perception problem stemming from Russian elites' sending their children to be educated at expensive Western schools while their homeland is in the midst of challenging the West and jockeying with the U.S. for global power. It does not seem to be a red flag that World War III is imminent.
The report also cites a Russian political scientist, who said the education of the country´s elite children generates constant derision and complaints to the government. "You can not serve two gods, one must choose", he said, alluding that the families must choose, or Russia, or the West.
According to Russia Today the Znak´s report cites five government´s anonymous sources who said have received an unoficial recomendation of the Kremlin about their families abroad. The Russians in foreign universities should continue their studies in Russia, otherwise this could mean the end of their careers.

The Snope.com´s analysis was base for another report written by The New Zeland Herald´s staff wrriters, from New Zeland, one of the few Western countries´ newspaper to give this version of the facts. 

The Putin´s call would have relation, therefore, with an internal matter: the attempt to "purify" the country´s elite from the Western cultural influences. Since his second term (2004-2008), Russia has invested in a public diplomacy expanding the reach of it´s media, think thanks, cooperation agencies in the political and cultural area and, of course, the political alliance system with European extremists, separatist groups and an estrategical alliance with China and the BRICS. The goal is to create a challenging global order to the American one, and this includes the cultural dimension.

The "informal order" for returning of the officials´ families sounded worrisome due to the deep crisis between Russians and the West in recent days, what really gave the impression that was a preparation for a more serious conflict even without a clear signal of what was the order´s purpose. Beacuse of this the Western agencies that gave this interpretation immediately related the Putin´s call with the events of the last weeks. This doesn´t mean, however, that the Kremlin isn´t preparing for a wider war. The explosive rethoric like the Liberal Democratic Party of Russia leader and Putin ally, Vladimir Zhirinovsky, who "warned" (indeed threatened) the US about a possible nuclear war only reinforces this perception, and is one reason for the sensationalism in Western media. But Russian leaders also make their histrionic words a propaganda war. Any final conclusion that it´ll be a global conflict US-Russia enters the realm of speculation. We have to wait to see what will be the next steps on both sides.

Kaliningrad and the sudden deterioration of the Russia-West relations

On last day 7, Friday, the Iskandr-M missile system arrived on Kaliningrad Oblast, Russia´s territory sandwiched between Poland and Lethonia on the Baltic Sea cost. The first information came from Estonian government and was taken to the public on the same day by ERR news portal. Soon the information spread and caused reaction in Europe, mainly in Poland and the Baltic countries.

The missiles were on board a civilian vessel called Ambal that left the small town of Ust-Luga, near to Saint Petersburg, bound to Kaliningrad. According to an expert heard by The Guardian, the Iskander-M missiles, known as SS-26 by NATO, are highly sophisticated and there is no similar weapon in the world. They can reach the missiles defense system installed by the US in Poland, the three Baltic countries, change directon in the flight and can carry as much common explosives as nuclear warheads. Another expert heard by Observer, John Schindler, says the system is offensive an can have it´s range expanded to 700 km and reach Berlin. This range also covers parts of southern Sweden and the Dannish capital Copenhagen.

The transport of Iskander-Ms by a civil vessel and the installation in an region sorrounded by European Union and NATO member countries suggest, within the context of a rapid deterioration in relationship between Russia and the West since the war in Ukraine, that this military movement aims to destabilize the Eastern Europe security. So says the expert quoted in Observer:

 There’s a reason that the Kremlin promised to not ship this missile system to Kaliningrad back in 2009, in exchange for President Obama’s scuppering of missile defense in Poland and the Czech Republic. Activating an Iskander-M unit in Kaliningrad, west of the Baltic republics, is rightly seen as destabilizing by NATO’s whole eastern flank which, despite security promises by the White House, remains vulnerable to Russian attack. For Warsaw and several other NATO capitals, this move resembles a Baltic version of the Cuban Missile Crisis.

The reference to 2009 is concern the Obama administration´s decision, in September, to eliminate the European BMD (European Ballistic Missile Defense), created by the George W, Bush government and known as anti-missile shield, and replaces it with the PAA (Progressive Adaptative Aproach), a new system that would act responsively and, at least officialy, would be aimed against Iran engaged in developing nuclear weapons. Then Russian president Dmitri Medvedev called the move "a responsable move" and said he was willing to talk. So many Russian as American analysts considered the Obama´s attitude a victory of Russian diplomacy. His critics accused him of giving in to pressure without getting anything in return, while his supporters said Moscow didn´t want a fight immediately and it was up to Americans wait and watch what would be the new Russian attitudes.

Judging by Schindler´s criticism, Moscow took advantage of the Obama government´s mistake to allocate Iskander-M missiles in Kaliningrad. In the current situation, an American and/or NATO reaction, as a new anti-missile shield, for example, could be dangerous.

Russia, in turn, downplayed the missiles issue. The country´s press (Sputnik, Russia Today and Russia Insider) highlighted the words of the Russian Ministry Defense spokesman, Igor Konashenkov, who declared that Iskander-Ms were deliberately exposed to the American satellites during transport, that their displacement to Kaliningrad was part of military drills and that American intelligence has already detected the movement. The latter information came from an anonymous source to Reuters: the displacement of Iskander-Ms to the province "could be innocuous", since in 2014 Russia placed a similar missile system in the region. The Russian government´s message was clear: Moscow didn´t have anything to hide and it´s military activities were routine.

Neighbouring countries to Kaliningrad reacted to the missiles deployment with concern and complaints: Poland considered the Russian atitude highly troubling, the Estonian government, through it´s Minister of Defence, said Russia plans to dominante the Baltic Sea, and Lithuania promised a protest to Moscow.

The neighbours´ reaction is justified. The invasions of the airspace of the Baltic countries by Russian planes are common. On day 6, one day before the news about the missiles, the Russian SU-27 aircraft broke into Finnish airspace over Gulf of Finland waters near the city of Parvoo. The invasion occured at 4:43 pm, local time, and lasted one minute. Another raid happened a little later, at 9:33 pm. In the day after, at 6:23 pm, four hours after the disclosure of the firts news about the missiles in Kaliningrad, the aircraft An-72 of the Russial Aerial Force broke into the Estonian airspace in the region of Vaindloo island for almost one minute and a half. On the Russian side the response to the facts was simple: Moscow denied the airspaces violations. Their aircrafts would be on the planned route and over international waters.

The transport of the missiles to Kaliningrad has relationship to two issues that are also interrelated.

The firts is the Eastern European security. In may this year was ready an anti-missile shield in Bulgaria, and in 2018 will be implemented the same shield in Poland. But both are sponsored by the US. In June a report of the British newspaper Express quoted Kremlin own sources that said Russia would install Iskander-Ms in Kaliningrad permanently. This plan was contemplated since at least 2008, but the expectation was that missiles were installed not before 2018 (another sources claim the plan was only for 2019). Experts said that the creation of the anti-missile shield in Romania would be what Moscow needed to justify it´s atitude, which would be realized before expected this October 7th. The sponsorship of these shields by the Americans was received by Russia as a provocation.

This event is another stage of the Putin government´s new policy for the region. Besides the large reduction of men in relation to Soviet times, when Kaliningrad had up to 200 thousand people of the armed forces and the entry of citizens was restricted, in 2010 there were only ten thousand men among 950 thousand inhabitans. The province, that was anexed by the USSR in 1945 and that was inhabitated exclusively by Soviet citizens after the withdrawl of the German population, became again in recent years an important and strategic Russia´s advanced post in Europe. Kalinigrand has experienced an improvement in it´s life standard with the creation of a special economic zone, and investiments were made in the modernization of the regional military structure in order to cope with NATO´s power. The government has also sponsored cultural events such as the Russian World People´s Council meeting held in April 2015 with Russian intellectuals and Orthodox Church members.

In the end of June 2016 a deep change took place in Kaliningrad´s military hierarchy by the Russian Minister of Defence, Sergey Shoygu. More than fifty high ranking men and Baltic Fleet members were dismissed, according to the ministry for breaking the rules stablished by the organization. The Minister justified the drastic action claiming the "unstable political and military situation" on the Western borders of Russia. It´s a clear reference to the deterioration of the relations between Moscow and the West since the beginning of the conflict in Ukraine.

The second issue is broader and more serious: the significant deterioration in relations between Russia and the US in the last two weeks. In the list of events is the accusation by the Americans that Russia tried to interfere in the US elections hacking the Democratic National Committee in August, creating a crisis in the party, and now would be behind the continuous release of the personal e-mails of John Podesta, Chairman of the Hillary Clinton campaing, by the Wikieaks on October 7th; the preparation by the CIA to counter the Kremlin in the virtual war (news that seems exagerated, as well noted analyst Anton Shekovtsov in his profile on Facebook, because the publicity given to the information); the disruption of two cooperations agreements in nuclear issue between Washington and Moscow by the Russians; the cancellation of the Putin´s visit to France scheduled for October 19th beacuse of the accusation by Paris that Moscow would be commiting war crimes in Syria and divergences between the Russian and American strategies in the conflict; the orientation and mass training by the Russian population for a possible nuclear war; and the Putin´s call to senior officials and their families to return to the country. This last point in particular generated a series of analysis and rumors on the Western side that Russia would be preparing for a big war, including a "nuclear war" or a "World War III", terms that appeared in various medias after many years. The Putin´s call would be informal, and there´s no information that the same call would be for Russians abroad. Morenover, the Russian president is making a major internal political reform reallocating government officials, secret service, high-ranking secretaries and provinces governors. The call may be related to this reform.

Kaliningrad is part of a sudden deterioration of the Russia-EUA/Europe relations, and this situation suggests that the placement of the Iskander-M missiles in the province doesn´t be only for military drills, but also for permanent installation. Despite the deeply worrying signs (could still add the sorrounding of Ukraine in August), the situation doesn´t necessarily indicates a global war in short term. With the approach of the US elections, the Kremlin stepped on the gas to make pressure in results and it´s playing all the cards to react to what it´s Foreign Minister, Sergei Lavrov, called "russophobic hysteria" of the West.

I´ll be back to the general framework described in the end of this text at an opportune time. The situation in worrying, and Kaliningrad is only a chapter of a much broader and deeper crisis.

Putin chama familiares de oficiais para casa: desvendando um mal-entendido

A notícia de que Vladimir Putin teria ordenado a membros do alto-escalão do governo que levassem seus familiares de volta à Rússia causou furor em veículos de comunicação do Ocidente. A ordem teria sido expedida para membros da administração federal e regional, deputados e empregados de empresas públicas. O episódio foi interpretado como uma ação de emergência na preparação para uma possível guerra nuclear com os EUA e a OTAN.

Ao que tudo indica, os principais responsáveis por esta interpretação foram os tabloides ingleses como o Daily Star e o Daily Mail. Este último citou como fonte o site de notícias russo Znak, com sede na cidade de Iekateriburgo, dizendo que Putin teria ordenado que os alto-oficiais do governo mandassem de volta à Rússia seus familiares "em meio ao aumento das tensões na perspectiva de uma guerra global". O não cumprimento da ordem teria como punição o prejuízo às carreiras do oficiais. Apesar do Daily Mail afirmar que o motivo da ordem não era clara, o episódio foi interpretado no contexto da súbita deterioração das relações entre a Rússia e o Ocidente, principalmente nas divergências diplomáticas e militares sobre a Guerra Civil Síria e no posicionamento de mísseis na Europa, que mencionei no final de meu último texto neste blog. A reportagem também cita um analista político russo que afirma que Putin estaria preparando a elite russa para uma "grande guerra".

No meu último texto sugeri que a relação entre a ordem de Putin e uma possível guerra mundial não era correta. Comentei também que poderia haver uma relação entre essa chamada e a reforma política que o presidente está conduzindo no país. Mas segundo as informações não parece haver relação entre este fato e a mencionada reforma política. A razão seria outra.

O site Snopes.com, que em sua conta no Twitter se apresenta como "fonte de referência definitiva na internet para lendas urbanas, folclores, mitos, boatos e desinformação", diz que a atitude do Daily Mail estaria instigando o medo na população ao interpretar de forma errada a notícia do Znak, escrita em russo, e ao misturar questões de ordem interna com a recente tensão internacional. Como explica a reportagem:

O Daily Mail citou o website de língua russa Znak, que postou um texto intitulado "Lar!". Traduzido do russo, o texto diz que a administração Putin emitiu um pedido informal, não uma ordem, para que oficiais russos e os membros de suas famílias que estão vivendo no exterior voltassem para casa. O texto discute não um possível conflito militar, mas um problema de percepção pública decorrente da elite russa mandar seus filhos para serem educados em escolas ocidentais caras enquanto sua terra natal em meio a um desafio com o Ocidente e em disputa com os EUA pelo poder global. Isto não parece ser um alerta vermelho de que a Terceira Guerra Mundial é iminente.

A reportagem cita ainda um cientista político russo, que afirmou que a educação dos filhos da elite do país gera constante deboches e reclamação ao governo. "Você não pode servir a dois senhores, deve escolher", disse, numa alusão de que as famílias devem escolher, ou a Rússia, ou Ocidente.  
 
Segundo a Russia Today a  reportagem do Znak cita cinco fontes anônimas do governo que disseram ter recebido uma "recomendação não oficial" do Kremlin a respeito de seus familiares no exterior. Os russos em universidades estrangeiras deveriam continuar seus estudos na Rússia, caso contrário isto poderia significar o fim de suas carreiras.
 
A análise do Snopes.com foi base de outra reportagem escrita pelo corpo de escritores do jornal The New Zeland Herald, da Nova Zelândia, um dos poucos jornais dos países ocidentais a dar esta versão dos fatos.
 
A chamada de Putin teria relação, portanto, com uma questão interna: a tentativa de "purificar" a elite do país das influências culturais do Ocidente. Desde seu segundo mandato (2004-2008), a Rússia tem investido numa diplomacia pública expandindo o alcance seus meios de comunicação, think thanks, organismos de cooperação na área política e cultural além, é claro, do sistema de alianças políticas como os extremistas europeus, grupos separatistas, uma aliança estratégica com a China e os BRICS. O objetivo é criar uma ordem global concorrente à norte-americana, e isto inclui a dimensão cultural.

O "ordem informal" de retorno das famílias dos oficiais soou preocupante devido à profunda crise entre russos e ocidentais nos últimos dias, o que deu realmente a entender que se tratava de uma preparação para um conflito mais sério mesmo sem um indicativo claro de que este era o objetivo da ordem. Por isso as agências ocidentais que deram esta interpretação imediatamente relacionaram a chamada de Putin com os acontecimentos das duas últimas semanas. Isto não significa, porém, que o Kremlin não esteja se preparando para uma guerra mais ampla. A retórica explosiva como a do líder do Partido Liberal Democrático da Rússia e aliado de Putin, Vladimir Zhirinovsky, que "alertou" (na verdade ameaçou) os EUA sobre uma possível guerra nuclear apenas reforça esta percepção, e é uma das razões para o sensacionalismo na imprensa ocidental. Mas os líderes russos também fazem de suas palavras histriônicas uma guerra de propaganda. Qualquer conclusão definitiva de que haverá um conflito global EUA-Rússia entra no terreno da especulação. Temos de esperar para ver quais serão os próximos passos de ambos os lados.

Kaliningrado e a súbita deterioração das relações Rússia-Ocidente

No último dia 7, sexta-feira, o sistema de mísseis Iskander-M chegou à província de Kaliningrado, território da Rússia espremido entre a Polônia e a Lituânia na costa do Mar Báltico. A primeira informação veio do governo da Estônia e foi levada ao público no mesmo dia pelo portal de notícias ERR. Logo a informação se espalhou e causou reação na Europa, principalmente na Polônia e nos Países Bálticos.

Os mísseis estavam à bordo de uma embarcação civil chamada Ambal que saiu da pequena cidade de Ust-Luga, próxima à São Petersburgo, com destino à Kaliningrado. Segundo um especialista ouvido pelo The Guardian, os mísseis Iskander-M, conhecidos como SS-26 pela OTAN, são altamente sofisticados e não há armamento similar no mundo. Eles podem atingir o sistema de mísseis de defesa instalados pelos EUA na Polônia, os três países Bálticos, mudar de direção durante o voo e são capazes de carregar tanto explosivos comuns quanto ogivas nucleares. Outro especialista ouvido pelo Observer, John Schindler, diz que o sistema é ofensivo e pode ter alcance ampliado para 700 km e atingir Berlim. Este raio também abrange parte do sul da Suécia e a capital dinamarquesa Copenhague.

O transporte dos Iskander-Ms por uma embarcação civil e a instalação numa região cercada por países membros da OTAN e da União Europeia sugerem, dentro do contexto de rápida piora nas relações entre a Rússia e o Ocidente desde a guerra na Ucrânia, que esta movimentação militar tem como objetivo desestabilizar a segurança da Europa Oriental. É o que diz o especialista citado no Observer:

Há uma razão para o Kremlin não enviar este sistema de mísseis para Kalinigrado desde 2009, em troca do abandono pelo presidente Obama do sistema de mísseis de defesa na Polônia e na República Checa. O ativamento de uma unidade Iskander-M em Kaliningrado, ao oeste das repúblicas bálticas, é certamente visto como uma desestabilização de toda o flanco oriental da OTAN que, apesar das promessas de segurança pela Casa Branca, se mantém vulnerável a um ataque russo. Para Varsóvia e outras capitais da OTAN, este movimento se assemelha à versão báltica da Crise dos Mísseis de Cuba.

A referência ao ano de 2009 diz respeito à decisão da administração Obama, no mês de setembro, de eliminar o European BMD (em inglês, Defesa de Mísseis Balísticos Europeu), criado pelo governo George W. Bush e conhecido como escudo anti-míssil, e substitui-lo pelo PAA (em inglês, Abordagem Adaptativa Gradual), um novo sistema que atuaria de forma responsiva e, ao menos oficialmente, seria voltado contra um Irã empenhado no desenvolvimento de armas nucleares. O então presidente russo Dmitri Medvedev chamou a mudança de "um movimento responsável" e se colocou à disposição para dialogar. Tantos analistas russos quanto americanos consideraram a atitude de Obama uma vitória da diplomacia russa. Seus críticos o acusaram de ceder à pressão sem conseguir nada em troca, enquanto que seus apoiadores disseram que Moscou não queria um confronto imediatamente cabendo aos americanos esperar e observar quais seriam as novas atitudes russas. A julgar pela crítica de Schindler, Moscou aproveitou o erro do governo Obama para alocar os mísseis Iskander-M em Kaliningrado. Na atual situação, uma reação americana e/ou da OTAN, como um novo escudo anti-míssil, por exemplo, poderia ser perigoso.

A Rússia, por sua vez, minimizou a questão dos mísseis. A imprensa do país (SputnikRussia Today e Russian Insider) destacou as palavras do porta-voz do Ministério da Defesa russo, Igor Konashenkov, que declarou que os Iskander-Ms foram deliberadamente expostos aos satélites norte-americanos durante seu transporte, que o deslocamento deles para Kaliningrado era parte de exercícios militares e que a inteligência americana já detectara a movimentação. Esta última informação veio por uma fonte anônima à agência Reuters: o deslocamento dos Iskander-Ms para a província "poderia ser inócuo", já que em 2014 a Rússia colocou um sistema de mísseis similar na região. A mensagem do governo russo era clara: Moscou não tinha nada a esconder e suas atividades militares eram rotineiras.

Os países vizinhos à Kaliningrado reagiram à implantação dos mísseis com preocupação e reclamações: a Polônia considerou a atitude russa altamente preocupante, o governo da Estônia, através de seu ministro da defesa, disse que a Rússia pretende dominar o Mar Báltico, já a Lituânia prometeu fazer um protesto à Moscou.

A reação dos vizinhos é justificável. São recorrentes as invasões do espaço aéreo dos países do Báltico por aviões russos. No dia 6, um antes da notícia sobre os mísseis, o avião russo SU-27
invadiu espaço aéreo finlandês sobre as águas do Golfo da Finlândia próximo à cidade de Parvoo. A invasão ocorreu às 16:43, hora local, e durou um minuto. Outra invasão aconteceu pouco depois, às 21:33. No dia seguinte, às 18:23, quatro horas após a divulgação da primeira notícia sobre os mísseis em Kaliningrado, a aeronave An-72 da Força Aérea Russa invadiu o espaço aéreo da Estônia na região da ilha de Vandloo por quase um minuto e meio. Apesar do transponder estar ligado, a aeronave não informou sua rota nem fez contato por rádio. Do lado russo a resposta aos fatos foi simples: Moscou negou a violação dos espaços aéreos. Seus aviões estariam na rota planejada e em águas internacionais.

O transporte dos mísseis para Kaliningrado tem relação com duas questões que também estão inter-relacionados.

A primeira é a segurança da Europa Oriental. Em maio deste ano ficou pronto um escudo antimíssil na Bulgária, e em 2018 será implantado o mesmo escudo na Polônia. Ocorre que ambos são patrocinados pelos EUA. Em junho uma reportagem do jornal britânico Express citou fontes do próprio Kremlin que afirmavam que a Rússia iria instalar os Iskander-Ms em Kaliningrado de forma permanente. Este plano era cogitado desde pelo menos 2008, mas a expectativa era que os mísseis fossem instalados não antes de 2018 (outras fontes afirmam que o plano era apenas para 2019). Especialistas disseram que a criação o escudo antimíssil na Romênia seria o que Moscou precisava para justificar sua atitude, que viria a se concretizar antes do esperado neste 7 de outubro. O patrocínio destes escudos pelos americanos foi recebido pela Rússia como uma provocação.

Este acontecimento é mais uma etapa da nova política do governo Putin para a região. Apesar da grande redução de homens em relação aos tempos soviéticos, quando Kaliningrado chegou a ter 200 mil homens das forças armadas e a entrada de cidadãos era restrita, em 2010 havia apenas dez mil homens num universo de 950 mil habitantes. A província, que foi anexada pela URSS em abril de 1945 e que foi habitada exclusivamente por cidadãos soviéticos após a retirada da população alemã, voltou a ser nos últimos anos um importante e estratégico posto avançado da Rússia na Europa. Kaliningrado tem experimentado uma melhora no seu padrão de vida com a criação de uma zona econômica especial, e investimentos foram realizados na modernização da estrutura militar regional com o objetivo de fazer frente ao poder da OTAN. O governo também tem patrocinado eventos de ordem cultural, como o encontro do Conselho dos Povos do Mundo Russo realizado em abril de 2015 com intelectuais russos e membros da Igreja Ortodoxa.

No final de junho de 2016 foi realizada uma profunda mudança na hierarquia militar de Kaliningrado pelo ministro da defesa russo, Sergey Shoigu. Mais de cinquenta homens de alta patente e membros da Frota Báltica foram demitidos, segundo o ministério por infringirem as regras estabelecidas pela organização. O ministro justificou a drástica atitude alegando a "instável situação política e militar" nas fronteiras ocidentais da Rússia. É uma clara alusão à deterioração das relações entre Moscou e o Ocidente desde o início do conflito na Ucrânia.

A segunda questão é mais ampla e mais grave: a significativa piora nas relações entre Rússia e EUA nas últimas duas semanas. Na lista de acontecimentos está a acusação por parte dos americanos de que a Rússia tentou interferir nas eleições americanas ao hackear o Comitê Nacional do Partido Democrata em agosto, gerando uma crise no partido, e que agora estaria por trás da contínua liberação de e-mails pessoais de John Podesta, chefe de campanha de Hillary Clinton, pelo Wikileaks em 7 de outubro; a preparação por parte da CIA de contra-atacar o Kremlin na guerra virtual (notícia que parece exagerada, como bem observou o analista Anton Shekovtsov em seu perfil no Facebook, devido a publicidade dada à informação); o rompimento de dois acordos de colaboração na área nuclear entre Washington e Moscou por parte dos russos; o cancelamento da visita de Putin à França agendada para o dia 19 de outubro em razão da acusação por Paris de que Moscou estaria cometendo crimes de guerra na Síria e por divergências entre as estratégias russa e americana no conflito; as orientações e o treinamento em massa da população russa para uma eventual guerra nuclear; e a chamada de Putin para que altos funcionários do governo e suas famílias voltassem para o país. Este último ponto em particular gerou uma série de análises e rumores do lado ocidental de que a Rússia estaria se preparando para uma grande guerra, inclusive uma "guerra nuclear" ou uma "Terceira Guerra Mundial", termos que apareceram em diversos veículos de comunicação depois de muitos anos. O pedido de Putin teria sido informal, e não há informações de que o mesmo pedido valeria para cidadãos russos no exterior. Ademais, o presidente russo está fazendo uma grande reforma política interna remanejando membros do governo, do serviço secreto, secretários do alto-escalão e governadores das províncias. A chamada pode ter relação com esta reforma.

Kaliningrado insere-se na súbita deterioração das relações Rússia-EUA/Europa, e esta situação sugere que o posicionamento dos mísseis Iskander-M na província não seja apenas para exercícios militares, mas também para instalação definitiva. Apesar dos sinais profundamente preocupantes (poderia ainda acrescentar o cercamento da Ucrânia em agosto), esta conjuntura não indica necessariamente uma guerra global em curto prazo. Com a aproximação das eleições nos EUA, o Kremlin pisou no acelerador para exercer pressão sobre seu resultado e está jogando toda as cartas possíveis para reagir ao que seu ministro do exterior, Sergei Lavrov, chamou de "histeria russofóbica" do Ocidente.

Voltarei ao quadro geral descrito no final deste texto num momento oportuno. A situação é preocupante, e Kaliningrado é apenas um capítulo de uma crise muito mais ampla e profunda.

Messianic dreams: the conquest of Eurasia, the space and the Arctic


Russia is the world´s largest country in area and includes, in addition to ethnic Russians, dozens of ethnic groups organized in a great federation, at least officially

The Russia´s geographical vastness is subject of many studies and reflections of the country´s intellectuals. Since 19th century where developed some group of ideas relating Russia´s geography and it´s destiny as a people.

Marlene Laruelle, professor and researcher at the Institute for European, Russian and Eurasiatic Studies of The George Washington University, in US, published in 2012 an article that deals with metanarratives, discourses announcing the Russian people predestination to the territorial conquer and the realization of an ideal future.

These discourses pervade the Russian culture and express the messianic sense of it´s itellectual elite. In the Laruelle´s article, the highlighted metanarratives are based on the Russia´s geographical expansion in three distinct vectors: to Eurasia, into space and to the Arctic. These are vectors expansion beyond it´s actual borders towards the neighbouring peoples, to high and to the north. They are called Eurasianism, Cosmism and Arctism.

The three discourses have spread unobtrusively in the Soviet period and gained strong momentum in the post-Communist period, when multiplied studies that began to explain politics issues not from the Marxist materialism perspective, but by culture and civilizations. These concepts brought to the fore new analisys on the relationship of the Eurasia´s peoples with their local geography. It would be the relationship between the people and their physical environment the cause of their unique culture. Besides the book of the American Samuel Huntington, The Clash of Civilizations, that was a great sales success in Russia, two works of the political scientist Alexander Panarin, The Revange of History and The Ortodox Civilization in Globalized World have became reference in the culture/civilization study. The civilization perspective states that differences among peoples are, ultimately, cultural, and that their cultures are incompatible with each other. Thus conflicts have cultural roots, and not political or economic. Likewise political and economic models couldn´t not be implemented homogeneously in different cultures.


In the Eurasian metanarrative, it´s up to Russia to reject the Western model and creat it´s means of development through the neighbouring territories integration "destined" to belong to the Russian sphere. The Russian model would be "imperial", with emphasis on collective rights (of nations), whereas the Western model is "republican", based on individual rights. Eurasianism gains a more agressive discourse with Alexander Dugin, who remodelates the fundamentals of the classic Eurasianism of the Russian émigré of the 1920s. His statement is that it isn´t geography, but geopolitics that determines the Russia´s role in the world. Using classics of the European geopolitics, nazifascists currents, study of religions and occultism, Dugin says that Russia is the "center" of the world, the civilizational core of earthly powers (terulocracies) as opposed to the maritime powers (talassocracies), whose dispute dates to Antiquity. The Russia´s mission would be to win maritime powers, led by the US, and take the lead of the world from Eurasia.


In the cosmic metanarrative, the Russia´s future wouldn´t be on Earth, but in the conquest of space. Cosmism combines predestination with technology and immortality. Instead of man´s ascension to Heaven, where there´s eternal life, it´s on the rise and the conquest of physical space that the human being, through technological support and in new living conditions, would be able to get rid of suffering and achieve immortality. According to some ideologists, the Russians are a deeply spiritual people and tend to verticality, in search of God, the Heaven´s things, in contrast to the West, very materialistic and prone to horizontality. Cosmism is characterized, therefore, for a projection of Russian´s religious mission in the immanent world. This mindset permeated the Soviet scientific circles that sought to achieve the spacial conquest utopia and at the same time beat the US in this race. Currently, Cosmism is a strong presence in the social imaginary of the Russian people, as in the literature works.


In the arcticist metanarrative is up to Russia the conquer the Arctic. This perspective is common among Russian nationalists, who inherited the Red Arctic concept from Soviet times, and that has deeply affected popular culture. The messianic dream is to conquer an hostile region using resources and means that only the Russians would be able to mobilize. Nationalists consider the Arctic region domain as necessary to reestore the Russia´s greatness and compensate the territorial loss of the south by the end of the USSR. Another foundation for the Arctism is in the occult and racialism. Dugin, for example, state that the Russian people is the purest of the Aryans descendant and currently would be forming a new civilization whose destination is the Arctic domain. The spread of Aryanims and neopaganism contributes to strenghten the march northward since they consider the Slavs and their ancient pagan culture descendant from Aryans. After the end of the USSR, the Russian historiography, education and popular imagination were flooded by the racial and neopagan conception of the ancient history, and it´s content has been used by nationalist movements of racial and xenophobic profile to oppose the presence of "colored people" in Russia, as the Caucasus inhabitantes and the Chineses.

Finally, it´s important to note that the three metanarratives described herein are related to modernity, especifically to the technical progress: the economic integration in Eurasianism, the aeroespace advance in Cosmism and the use of natural resources in Arcticism. Laruelle doesn´t explicitly mention, but should be noted that the three movements sought to realize themself in the former USSR. The communists realized, at the same time, the territorial expansion throughout the globe, the conquest of the space and the Artic exploration. If the communist messianism failed in it´s final goals and and the fullfilment of an "ideal society", Russia still seems impregnated and determined to assert the mission says belong to it. Now it´s Eurasianism that seeks to assert itself, but in Russia in economic crisis and incrisingly hostile to the rest of the world.
